Ms. Sarah E. Bearden joined Enterprise Content Collaboration and Messaging (EC2M) as deputy product lead on October 2, 2016. In this capacity, Ms. Bearden provided overall direction and guidance for the development, acquisition, testing, product improvements, fielding, and sustainment of five projects under the EC2M portfolio: Army Knowledge Online (AKO), Defense Enterprise Email (DEE), Enterprise Content Management and Collaboration Service (ECMCS), Enterprise Access Management Service - Army (EAMS-A) and Unified Capabilities (UC). Ms. Bearden oversaw the organization's program objective memorandum (POM) planning, cost estimating, program planning, programming, budgeting, program integration, contracting strategies and personnel management requirements.
Bearden has more than 19 years of service in the U.S. Army and Department of Defense, supporting a variety of missions across many organizations. Prior to her arrival at EC2M, she served as chief of the business management division for Reserve Component Automation Systems (PL RCAS). During her tenure she was responsible for ensuring that RCAS was resourced to maximize mission accomplishments, supported by all necessary contract vehicles and ensuring that all contracts and financial transactions were managed within statutes, regulations and policies.
Previously, Bearden served as the budget officer for Product Lead, Acquisition, Logistics, Technology and Enterprise Systems and Services (PL ALTESS). She determined and provided budget requirements and budget estimates to higher headquarters. She ensured the proper execution of multiple sources of funds to include customer reimbursable funds.
Additionally, she also held a variety of positions outside the acquisition community at George C. Marshall Center for Security Studies, U.S. Army Africa and the Northern Regional Medical Command. She served nine years on active duty in the U.S Army, as a finance management specialist/non-commissioned officer (NCO). Her assignments include HHC 39th Finance Battalion Hanau, Germany, Defense Military Pay Office, Fort Benning, GA, U. S. Army North Atlantic Treaty Organization and the Supreme Headquarters Allied Power Europe (SHAPE, Belgium).
Ms. Bearden holds a Bachelor of Science in Psychology and a Master of Business Administration. She is a member of the Army Acquisition Corps and currently holds Level Three certifications in both program management and business financial management. She also holds the certified defense financial manager with acquisition specialty certification and the Department of Defense Financial Management Certification, Level Three.
