Mr. Copeland joined the Computer Hardware Enterprise Software and Solutions (CHESS) in November 2010 as an Acquisition Specialist, and has since changed his career path into Project Management. In his current position Product Officer Mr. Copeland oversees the newly awarded $12.1B Information Technology Enterprise Solutions -3 Services (ITES-3S) contract vehicle. ITES-3S is a Multi Award IDIQ contract awarded to 135 prime contractors to support the Army enterprise infrastructure and infostructure goals with information technology (IT) services worldwide.
Prior to his position at CHESS, Mr. Copeland positions included serving as a Software Procurement Acquisition Action Officer at Software Engineering Center-Belvoir, conducting research analysis that determined correct specifications that ensured conformance with contractual requirements for all SW procurement actions. The vast majority of his career in the private sector was as a contractor with ILEX Systems, Accenture and at the Telecommunications Company MCI.
Mr. Copeland was born in Williamsburg, Virginia and holds a Bachelor of Science Degree in Information Systems Decision Science from Virginia State University, Ettrick, VA. He is a member of the Army Acquisition Corps and has achieved Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Information Technology and Level II certification in Program Management. Throughout his career, he has earned numerous performance and special act awards.
