Mr. Tracy Ellis has served as the Product Support Manager (PSM) and Chief, Logistics Management Division for the Medical Communications for Combat Casualty Care (MC4) Product Management Office since 2009.

Tracy Ellis spent 26 years on active duty in the U.S. Army as an Ordnance Officer, retiring at the rank of Colonel. He commanded at every level from Captain through Colonel, with his final command at Tobyhanna Army Depot from 2003 to 2006. He has also served in a variety of staff assignments to include armament platoon leader; shop officer; instructor; support operations officer; Army Staff Officer, HQDA G-4; Chief, Host Nation Support (Saudi Arabia); and Deputy Chief of Staff, U.S. Army Materiel Command.

Before returning to work for the Army, Tracy spent time in the private sector working depot maintenance and public-private partnering issues, including benchmarking and performance-based logistics.

Tracy has a bachelor's degree from Western Maryland College; master's degrees from the School of Advanced International Studies, The Johns Hopkins University; and from the Industrial College of the Armed Forces, National Defense University. Tracy is an Olmsted Scholar and studied for 2 years at the University of Tuebingen, Germany. He is also a graduate of the Harvard Senior Executive Fellows program.

Tracy has been a member of the Army Acquisition Corps since 2010 and is Level 3 certified in Life Cycle Logistics and Program Management and Level 2 certified in Information Technology.

Tracy's military awards include the Defense Superior Service Medal; Legion of Merit (2); Meritorious Service Medal (4); Army Commendation Medal (2); and the Military Outstanding Volunteer Service Medal. Tracy also earned his Master Instructor badge while assigned to the U.S. Army Ordnance Center and School.

Tracy and his wife Ann met in college and they have been married for 34 years. They have 4 children - Daniel (31), Rachel (28); Ryley (22); and William (16). After 13 PCS moves as a military family, they have put down roots in Damascus MD, where they have lived since 2006.
