LTC Scott Helmore enlisted in 1996 as Military Police and received his commission in 1999 as an Air Defense Artillery Officer from the Reserve Officer Training Corps at Michigan State University.

He served in a multitude of Air Defense assignments from Platoon Leader to the Air Defense Emergency Operations Center Chief and culminated his Air Defense career as a Battery Commander.

Assessing into the Acquisition Corps in 2006 LTC Helmore was an Air Defense Test Officer and deployed in support of Operation Iraqi Freedom. He was previously assigned to PEO EIS as an Assistant Product Director for Southwest Asia Information Technology Infrastructure requirements in Product Manager Power Projection Enablers. LTC Helmore has served on the Army Staff as the Executive Officer to the Deputy Assistant Secretary for Plans Programs and Resources, and as the Department of the Army System Coordinator for the Army's Integrated Personnel and Pay System (IPPS-A), among others. . He returned to PEO EIS in the fall of 2016, having completed a deployment as the Chief of Acquisition Systems (Ground), Office of the Program Manager Saudi Arabian National Guard. LTC Helmore is the Army's first Product Manager for Defensive Cyber Operations, chartered in November 2016.

LTC Helmore is a graduate of the Air Defense Basic and Advanced Courses as well as Command and General Staff College. He holds a Bachelor of Science in Agribusiness Management from Michigan State University and a Master of Science in Acquisition Management from University of Management and Technology.

LTC Helmore's awards and decorations include the Meritorious Service Medal (8), the Army Commendation Medal (2), the Army Achievement Medal, the National Defense Service Medal, the Global War on Terrorism Service Medal, the Global War on Terrorism Expeditionary Medal, the Iraq Campaign Medal, the Army Service ribbon, the overseas service ribbon, the Meritorious unit commendation, the Army Staff Badge and the Army Parachutist Badge.
