Office of Information Operations Policy

The Office of Information Operations Policy (OIOP) plays a critical role in shaping and overseeing the Department's approach to Information Operations (IO). Under the authority of the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict, OIOP supports the Under Secretary of Defense for Policy (USD(P)) as the Principal Staff Assistant (PSA) for IO and as the Principal Information Operations Advisor (PIOA) to the Secretary of Defense. In this capacity, and pursuant to 10 U.S.C. §397, OIOP assists USD(P) in overseeing policy, strategy, planning, resource management, operational considerations, personnel, and technology development across all elements of Department of Defense Information Operations.

Phoenix Challenge® is a U.S. Department of Defense conference focused on promoting innovation and advancing information operations. Phoenix Challenge® is a registered trademark of the DoD operating under the oversight of OIOP, and previously convened in London in 2025 with the UK MOD as a co-sponsor. We look forward to returning to the National Capital Region in 2026.
