In his most recent position as CIO, Dr. Bailey addressed strategy, organization, process and technology issues that impacted both the IT domain and key ATF mission domains. This included changing the culture of ATF IT into a customer service organization, successfully handling $350 million of managed services contracts, relocating a data center and refreshing more than 7,000 desktops without interruption of service, dramatically improving the information security profile of the organization and establishing a strategic planning process that is now being used by the entire Bureau.
Dr. Bailey is a recipient of the 2007 Presidential Rank Award - Meritorious Senior Professionals and Executives. This award is the top award in the Federal government for senior executives. He is credited with contributing toward a variety of publications and technical reports; as well as teaching at a number of Universities for more than 20 years. He holds a Ph.D. and M.A. from New Mexico State University and a B.S. from Brigham Young University. Dr. Bailey is based at Deloitte's Washington D.C. G Street office. |

Kiran Balsa is the Data at Rest (DAR) Program Manager (PM) responsible for the deployment of GuardianEdge Data Protection Platform across the Department of Justice (DOJ). Prior to serving as the DOJ DAR PM, Kiran Balsa worked for ManTech International as a Vulnerability Assessment and Penetration Testing Program Manager. In 2002, Kiran was commissioned as a Second Lieutenant in the United States Air Force and served as a Communications Officer. He left the Air Force in 2008 as a Captain. Matt Darlage is a DOJ Operations Services Staff (OSS) Senior Network Security Engineer with extensive technical experience across multiple IT disciplines. Mr. Darlage helps design, deploy, and maintain flexible and robust security architectures for the DOJ enterprise with an emphasis on making security an enabler for the DOJ mission by using next-generation security technologies, common sense design patterns, and his strong passion for satisfying DOJ customer/component IT objectives. Mr. Darlage is also intimately involved with ensuring DOJ enterprise security monitoring requirments are met through the deployment of centralized security event collection and forwarding frameworks and helps create secure extranet virtual private network (VPN) solutions between DOJ and DOJ partners to enable law enforcement information sharing. Mr. Darlage is an Army veteran, a graduate of Indiana Wesleyan University, and holds SANS Firewall (GCFW) and UNIX (GCUX) Global Information Assurance Certifications (GIAC). Prior to OSS, Mr. Darlage was a senior information security engineer at ATF. While not in meetings, tweaking IDS/mod_security signatures, writing syslog-ng filters, applying firewall rules, or building VPNs to DOJ partners, Matt can usually be found ensuring his X terminal windows are aligned perfectly (with multiple bright font colors!) on his Linux desktop while performing tcpdump packet captures on network feeds to analyze traffic flows, protocol behaviors, or anything else required to troubleshoot problems or validate DOJ's security posture. |

Mr. Chad Fulgham was appointed as the FBI's Chief Information Officer (CIO) on December 8, 2008. Mr. Fulgham is responsible for the FBI's overall information technology (IT) efforts, including developing the FBI's IT strategic plan and operating budget. He is also responsible for management of all FBI IT assets, which includes legacy equipment and infrastructure as well as evolving implementation of new and modernized systems and services to accommodate mission priorities.
Prior to joining the FBI, Mr. Fulgham served as a senior vice president within the Information Technology Division of Lehman Brothers for four years. While serving in this capacity, Mr. Fulgham was responsible for the identity management, messaging, wireless, instant messaging/unified communications, and electronic communications compliance engineering teams worldwide and associated support teams in the Americas. Previous roles also included Program Manager of a global information security architecture initiative, head of IT Business Continuity, and Senior Manager for Windows server-based engineering and support.

Vance Hitch has served as the Chief Information Officer of the Department of Justice since April 2002. He is responsible for leading and implementing the effective and efficient acquisition and management of information technology across the Department. He manages the Department's $2.1 billion information technology program, overseeing management, acquisition, and integration of the Department's information resources. His oversight includes strategic planning, policy, capital planning, systems development, telecommunications, information security data management, enterprise architecture, e-government, and user computing.
Prior to coming to the Department of Justice, Hitch was a Senior Partner with Accenture. He has 28 years of experience in leading government organizations successfully through major change initiatives. His recent projects at Accenture included the development of the IT Strategic Plan for the State of Maryland and a comprehensive re-engineering and automation of the City of Philadelphia's Records Department. Other government organizations that Hitch has worked with include the Department of State, the National Security Agency, the Central Intelligence Agency, the Department of Defense, the Department of Justice, and multiple state and local governments.
Hitch earned a Masters of Systems Management from George Washington University in 1973 and a Bachelor of Science in Physics from Muhlenberg College in 1967. He served in the United States Navy from 1969 -1973, attaining the rank of lieutenant. |

H. Richard Holgate was appointed as ATF's Assistant Director for Science & Technology and Chief Information Officer on August 3, 2009. In that role, he is responsible for strategy, planning, management, and delivery of information technology and information services; financial investigative services; and laboratory services, in support of ATF's mission.
In 2004, Dr. Holgate was appointed to be the Assistant Director for Information Technology and Command Information Officer at the Naval Criminal Investigative Service (NCIS). In 2007, he was promoted to Executive Assistant Director, a new position established under an agreement with the Director of Naval Intelligence. In that capacity, he was responsible for: delivery of IT services to NCIS's 2,400+ employees worldwide; transition of NCIS to the Navy Marine Corps Intranet (NMCI); management of NCIS' application portfolio; IT strategy and planning; and integration of NCIS's information management needs with those of its collaborative counterparts across the Department of the Navy and Department of Defense, as well as other federal, state and local organizations.
Prior to joining NCIS, Dr. Holgate was employed as a Senior Manager with BearingPoint, Inc. During his eight years at BearingPoint, he fulfilled a variety of responsibilities including all aspects of project management, team management, and business development. His clients included many organizations across the Department of Defense, and specifically within the Department of the Navy he worked with information technology, Navy Staff, logistics, and financial management organizations. Dr. Holgate also led a Zero-Based Review of NCIS's mission and activities in 2002, and worked closely with the NCIS Modernization and leadership teams, first as a contractor and then as Command Information Officer.
Prior to his work at BearingPoint, Dr. Holgate worked at the MITRE Corporation, where he supported the Air Force, Army, and intelligence community on issues related to, respectively: base realignment and closure and environmental restoration; chemical weapons demilitarization; and arms control verification.
Dr. Holgate has been a certified Project Management Professional and is a member of the Project Management Institute, the Armed Forces Communications and Electronics Association, the National Defense Industrial Association, the Navy League, the Naval Institute, the International Association of Chiefs of Police, the American Chemical Society, and the American Institute of Chemical Engineers.

Mischel Kwon is Vice President of Public Sector Security Solutions for the Worldwide Professional Services unit at RSA, The Security Division of EMC. Ms. Kwon has more than 27 years of information technology experience, with expertise and leadership in the design, implementation and management of critical IT infrastructure and security operations programs. Prior to joining RSA, Ms. Kwon was the Director for the United States Computer Emergency Readiness Team (US-CERT), where she spearheaded the organization responsible for analyzing and reducing cyber threats and vulnerabilities in federal networks, disseminating cyber threat warning information and coordinating national incident response activities. In addition, she previously served as the Deputy Director for IT Security Staff at the United States Department of Justice (DOJ) where she built and deployed the Justice Security Operations Center (JSOC) to monitor and defend the DOJ network against cyber threats.
Since 2006, Ms. Kwon has served as Adjunct Professor of Cyber Defense and leads the Cyber Defense Lab at George Washington University. She holds a Master of Science in Computer Science and a graduate certificate in Computer Security and Information Assurance. Melinda B. Morgan is the Director of Finance for the Department of Justice. Since August 2004, she has served as the principal financial management advisor to the senior leadership in the Department and is responsible for overseeing and providing direction in the preparation and completion of the Department's audited financial statements. She also has operational responsibility for such activities involved in the areas of travel management, budget execution, consolidation of existing legacy financial systems, and overseeing the payroll for the 110,000 Department employees as well as executing one of the nation's largest public sector budgets.
Ms. Morgan has served in several key financial management positions during her thirty three years in the Federal government. Prior to this position, Ms. Morgan was the Deputy Director of the Finance Staff. Previously she was the Assistant Director of the Human Resource Systems group at the Department of Justice. Ms. Morgan has also held a variety of other positions in the financial management, human resource arena including: Director of Personnel of the Executive Office of U. S. Attorneys, Assistant Director of the Human Resources Systems Analysis Group, and as a staff resource to many federal agencies in the audit arena.
Ms. Morgan was the recipient of the Top Federal 100 Executives in 2003, and a fellow in the Computerworld Honors Journal for her achievements in opening new financial management reporting avenues for the Department of Justice in June 2003. She is also a recipient of the Justice Management Division's Special Commendation Award, and the Equal Employment Opportunity Award for her efforts in hiring and maintaining a diversified work force. She was also a 2006 recipient of the Attorney General's Distinguished Service Award for her efforts in restoring the Department's financial audit opinion. |

Ms. Nejad is the Chief of Planning and Programs Staff for the Office of Science and Technology (OST) of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), at the Department of Justice (DOJ). She has over twenty-one years of experience with Federal Government in a variety of disciplines, such as planning, portfolio and asset management, budget, strategic planning, property disposal, e-government and information technology. Currently, she is co-chairing the ISIMC's Security Acquisition Subcommittee (SASC), defining and executing SASC's strategies and plans in coordination with other inter-agency initiatives for securing cyber acquisition and information technology's supply chain. She represents ISIMC on the Federal CIO Council's work group revising the Federal CIO Strategic Plan, ensuring alignment between the Council's and ISIMC's goals and objectives. Ms. Nejad also chaired the planning committee for the ISIMC's first annual conference.
Ms. Nejad is a graduate of the Senior Executive Service (SES) candidate development program and was certified by OPM's Qualifications Review Board in the fall of 2008. Thomas J. Perrelli was sworn in on March 12, 2009, as the Associate Attorney General of the United States Department of Justice.
Mr. Perrelli previously served in the Department as Counsel to Attorney General Janet Reno (1997 - 1999) and as Deputy Assistant Attorney General in heading up the Civil Division's Federal Programs Branch (1999 - 2001). In private practice, Mr. Perrelli worked for the national litigation firm of Jenner & Block LLP, where he co-chaired the firm's Entertainment and New Media practice group and served as Managing Partner of its Washington, D.C. office (1992 - 1997, 2001 - 2009).
Mr. Perrelli graduated from Brown University and the Harvard Law School, where he was Managing Editor of the Harvard Law Review. He served as a law clerk for Hon. Royce C. Lamberth on the U.S. District Court for the District of Columbia (1991 - 1992).
He is married and has two children. |

Since 2005, Jeanette Plante has served as the Director of the Office of Records Management Policy for the Department of Justice. Ms. Plante began her career in 1981 as an attorney practicing civil litigation in the private sector, then became an Assistant United States Attorney for the District of Maryland in 1991. In 1994, Ms. Plante joined the Executive Office for United States Attorneys as a Special Assistant United States Attorney and served as the liaison to the Civil Issues Subcommittee of the Attorney General's Advisory Committee (AGAC). Since 1996, she has worked on a wide variety of technology and information management policy issues including privacy and law enforcement information sharing, guidance on the Government Paperwork Elimination Act, the E-sign Act and other legislation related to technology and information policy. She has addressed issues related to the amendments to the Federal Rules of Civil Procedure on electronic discovery, electronic case filing with the federal courts, electronic records management, and other information policy issues arising from the growing use of digital information. She is also a member of the Federal Records Council
Currently, as Director of the Office of Records Management Policy for the United States Department of Justice, she is responsible for the development and implementation of a modern records management program for the paper and electronic records of the Department of Justice. This program includes long-range and strategic planning for current and emerging digital media, and the development of policy, processes, and approaches associated with managing electronic information. |

Holly Ridgeway is currently the Deputy Chief Information Security Officer and the Director of the Justice Security Operations Center for the Department of Justice. Mrs. Ridgeway has over 13 years of information technology experience, serving in different IT Security roles in Department of Justice components for the past five years. Her most recent position was IT Security Director at the Office of Justice Programs. Previously at the FBI, she held the positions as Watch Commander of the Enterprise Security Operations Center, FISMA Project Manager, and Security Division Audit Manager. While at the FBI, Holly provided significant contributions to their IT security and Enterprise Security Operations Center programs. In December 2008, she received the Assistant Attorney Generals Award at OJP for her creation of a robust IT Security Program.
Holly also concurrently serves as an Adjunct Professor at the George Washington University and the University Of Maryland, University College. She has a Master of Science in Computer Systems Management with a specialty in Information Assurance and holds two certifications, PMP and CISSP. |

Mr. Shelkey started at EOUSA in March 2000 as an Information Technology Systems Engineer. In April 2001 he was designated Assistant Director for Information Systems Security. In this role he serves as primary point-of-contact for all Information Technology (IT) security issues. Mr. Shelkey oversees certification and accreditation activities, manages security incidents, evolves IT security policies, and advises developers on best security practices.
Prior to employment with the Department of Justice, Mr. Shelkey served as a Senior Computer Engineer with the Naval Surface Warfare Center developing advanced Naval gun systems, Marine Corps ground weapons, and experimental sensors. Previously, Mr. Shelkey was employed as a Physicist with the Naval Space Command and performed system development and integration of space-based national assets and military communications systems.
Mr. Shelkey holds a B.S. degree in Physics from Mary Washington College and an M.E. degree in Engineering Physics from the University of Virginia. Mr. Shelkey is a Certified Information Systems Security Professional (CISSP). |

Mr. Troy, a native of Rhode Island, joined the FBI as a Certified Public Accountant in 1986. Mr. Troy has served in Pittsburgh and New York Offices investigating Cyber, Public Corruption and Financial Criminal matters. As a manager he has served in Wilmington, Delaware; Milwaukee, Wisconsin; Training Division, Finance Division and Cyber Division. Mr. Troy manages the National Cyber Criminal Program.
In 1990, Mr. Troy was the case agent on an international cyber intrusion into a defense contractor wherein he worked with the Australian Federal Police. This matter was the AFP's first wiretap of a computer. As a manager in Wilmington and Milwaukee Mr. Troy created and managed cyber task forces. These task forces focused on theft of intellectual property via intrusions and the production and distribution of child pornography.
Mr. Troy established the Delaware Chapter of Infragard and oversaw the Wisconsin Infragard Program. The Wisconsin Chapter was recognized for its outstanding participation and information sharing.
In September 2008, Mr. Troy was assigned to the Cyber Division wherein he was named the national program manager for Innocent Images, Infragard, Internet Fraud, Intellectual Property Rights and Internet Crimes Complaint Center (IC3.gov) programs and oversaw the public private initiative located in Pittsburgh between the FBI's Computer Intrusion and Resource Fusion Unit (CIRFU) and the National Cyber Forensic Training Alliance (NCFTA). In February 2009, Mr. Troy was named the Chief of the Cyber Criminal Program, overseeing Criminal Intrusions, Internet Fraud and Intellectual Property Rights investigations as well as the CIRFU- NCFTA partnership.
Mr. Troy has worked aggressively to build strong domestic and international cyber law enforcement partnerships through joint investigations, collocation, training and liaison. |

Mr. Jeremy Warren is the Chief Technology Officer (CTO) of the U. S. Department of Justice, where his responsibilities include formulating the Department's technology strategy; providing technology expertise in program oversight and other contexts; performing research, evaluations, and proofs-of-concept; and serving as a coordinator of all aspects of the Department's technical architecture.
As part of his duties, Mr. Warren oversees the technical aspects of the development and implementation of the Department's Law Enforcement Information Sharing Program (LEISP), which includes initiatives such as N-DEx, OneDOJ, NIEM, and LEXS.
Before coming to the government, Mr. Warren was Chief Architect of Lavastorm Technologies of Boston, MA, providing revenue assurance products to top-tier telecommunications companies. At Lavastorm, Mr. Warren focused on rules-based processing systems and large-scale data mining and statistical analysis.
Mr. Warren studied Computer Science Engineering at the Massachusetts Institute of Technology. |
