Ellen Cornelius joined the University of Maryland Center for Health & Homeland Security in April 2008. Ms. Cornelius has expertise in planning and cybersecurity. Her work with CHHS has included addressing the needs of vulnerable populations before, during, and after a disaster.

For the past five years, Ms. Cornelius has also been an adjunct professor at the University of Maryland Carey School of Law. She developed and teaches Law & Policy of Cybersecurity. In addition to teaching, she published "The Continuing Battle over Privacy vs. Security" in the October 14, 2015 Domestic Preparedness Journal. Also, she published "Chinese Hackers and their new Target-Federal Employees" in the Fall 2014 edition of U.S. Cybersecurity Magazine.

Ms. Cornelius also teaches in the Master's of Science in Law program at the University of Maryland Francis King Carey School of Law. She teaches Ethics in Law and Public Policy residentially and online. Additionally, she teaches Legal Methods both residentially and online.

Ms. Cornelius received a JD from the University of Maryland Francis King Carey School of Law in 2005 with honors and a BA from Wake Forest University in Political Science in 2001 with honors.

Markus Rauschecker is the University of Maryland Center for Health and Homeland Security's Cybersecurity Program Manager where he focuses on legal and policy issues in cybersecurity. He has been published in various outlets and been called upon by professional organizations to present at seminars and conferences. He has provided testimony on cybersecurity issues to numerous government bodies at the federal, state, and local levels. Mr. Rauschecker is also an adjunct faculty member at the University of Maryland Francis King Carey School of Law. He teaches the "Law and Policy of Cybersecurity" and the "Law and Policy of Cyber Crime" for J.D., LL.M., and Masters of Science in Law students. Mr. Rauschecker received his BA from Georgetown University and his JD from the University of Maryland Francis King Carey School of Law.
