As the founder of Electronic Technology Associates, LLC (ETA), and Co-founder of the Baltimore Cyber Range, LLC (BCR), Mr. Spector brings a wealth of experience in program management and engineering in the fields of RF, IT - Cyber Security and Microwave and Wireless network technology. Current projects at ETA include contracts to the Counter Narcotic and Terrorist Program Office (CNTPO) of the Department of Defense. These contracts include
detailed technical and logistical program management of various CNTPO operations. Mr. Spector has personally directed these efforts which include Cyber security system design and
installation, IT system integration, delivery, training and after installation support, in country, in the AFRICOM, CENTCOM and SOUTHCOM combat command AORs of the United States
Department of Defense.

Mr. Spector's experience, prior to founding ETA, was as Chief Executive Officer/Founder of Matrix Engineering. Matrix Engineering was a systems integration and engineering development company focused on United States Intelligence community applications. Mr. Spector personally oversaw $60 million of projects and programs successfully delivered to the United States government. Approximately 20 percent of Matrix Engineering's account base was international, focusing primarily on English, Australian, and Canadian Intelligence agencies. Systems delivered were cyber security projects of a classified nature. The emphasis was on signal
intelligence (SIGINT) and technical surveillance countermeasures (TSCM), employing the latest technologies available to facilitate mission requirements. Applications also included development, engineering, and deployment of data exfiltration systems for US government agencies.

Prior to this, Mr. Spector was Vice President of Special Projects for the Wiltron Company (acquired by the Anritsu Corporation, a multi-billion-dollar Japanese communication technology corporation) Mr. Spector's responsibilities included all aspects of the company's
business plan for the United States Intelligence Community. His responsibilities included profit and loss, program management, and product development.

Mr. Spector started his professional career with the Hewlett-Packard Company as a staff engineer in its instrument division, eventually becoming a Sales Engineer with responsibility for sales to the United States Intelligence community. After Hewlett-Packard, Mr. Spector acted as worldwide sales manager for the Microtel Corporation, a leading supplier of SIGINT hardware to intelligence agencies around the world.

Mr. Spector holds a Bachelors of Engineering Science in Electrical Engineering from John Hopkins University (1977). He currently is a member of the Armed Forces Communications and Electronics Association (AFSCE), a member of the Association of Old Crows (AOC), and is also a member of the Institute of Electronic and Electrical Engineers (IEEE). Mr. Spector serves on a number of boards, including the advisory committee for the Johns Hopkins University School of Education.
