Mr. Scurlock is the Assistant Director for Strategic & Operational Planning. In this role, he serves as the advisor to the Director, Strategy, Policy, and Plans within the National Protection and Programs Directorate (NPPD). Mr. Scurlock is responsible for managing doctrine, strategy and policy development, integrating program planning and performance, improving the nation's capability to detect, prevent, respond and mitigate risk to critical infrastructure from physical and cyber threats. Mr. Scurlock works to accomplish this mission through coordinating strategy and policy initiatives within DHS and other Federal, State, Local Territorial and Tribal (SLT) partners.

Mr. Scurlock is a former enlisted Sailor, and a retired Information Dominance Warfare Qualfied Naval Officer. He completed his Bachelor of Science in Political Science (PoliSci) at North Carolina State University (NCSU) and his Master of Science in Information Resource Management (IRM), Information Assurance (IA), and Strategic Information Management within the School of Engineering and Management at the Air Force Institute of Technology (AFIT). Mr. Scurlock is an Alumni of the Harvard Kennedy School Senior Executive Fellows.
