Director, Mayor’s Office of Minority and Women Owned Businesses
As the director and a member of the Mayor's cabinet, Paul manages the strategic direction and daily operations of the Mayor's Office of Small, Minority and Women Business. The role of this office was expanded to include the Small Business Resource Center, a 501 c (3), and Baltimore Main Streets. He also advocates for small businesses in the City of Baltimore and throughout the State of Maryland. He is the recipient of the SBA's Small Business Champion of the Year for 2007 and the District Director's Unsung Hero 2009, and Minority Small Business Champion of the Year Award for 2007. Paul has also been awarded with the Greater Baltimore Committee's Bridging the Gap Achievement award. Through his leadership he has worked with the past administration NLC's Equitable Economic Development (EED) Fellowship ProgramSource Link (an online resource) to connect entrepreneurs to the City and State resources.
Paul is a founding member of the Greater Baltimore Black Chamber of Commerce and a current member of the board directors of the Baltimore City Chamber of Commerce, Baltimore Development Corporation and Capital Region Minority Supplier Development Council. As a member of Baltimore Community Lending newly formed Baltimore Business Lending loan committee, he works to make capital available to small businesses. Paul is also a board member of the Maryland Small Business Development Financing Authority's loan committee (MSBDFA). Paul also works with the Partnership for Lending in Underserved Markets (PLUM) with the SBA and the Milken Institute. In addition, Paul is a founding member of the African American Real Estate Professionals Maryland (now known as the Commercial Real Estate Professionals) and president of the Ashburton Area Association. Currently a Fellow with the National League of Cities Equitable Economic Development (EED) Fellowship Program.
