Technical Director, NSA Cybersecurity Threat Operations Center
CURRENT POSITION: Mr. David A. Hogue is the Technical Director for the NSA Cybersecurity Threat Operations Center (NCTOC) in the National Security Agency/Central Security Service's (NSA/CSS) Cybersecurity Operations (CSO) Group in the Operations Directorate. He is the principal advisor to the Chief CTOC on all technical matters for the dynamic, national-level Operations Center directing the fight against malicious cyber activity 24/7, every day of the year, preventing, detecting and responding to cyber events and incidents through integrated cybersecurity operations.
BACKGROUND: Prior to joining NSA/CSS, Mr. Hogue spent nine years in Industry, including support to United States (U.S.) Cyber Command's predecessor - the Joint Task Force Global Network Operations. He transitioned to NSA/CSS civilian employment in 2009, where he has held a multitude of technical leadership positions and has been at the forefront of interagency efforts to protect and defend DoD and U.S. Government networks from cyber threats.
From early 2012 until mid-2013, Mr. Hogue worked in the Signals Intelligence Directorate's Tailored Access Operations (TAO) Remote Operations Center (ROC), where he stood up a new team focused on capability development that transformed TAO's initial access mission. In mid-2013 through December 2014, he served an 18-month tour as a Director of Cybersecurity Operations in the 24/7/365 NSA/CSS Threat Operations Center (NTOC) where his cyber expertise and results-oriented leadership forged optimal execution of NSA/CSS offensive and defensive missions across the cryptologic enterprise. From 2014 until implementation of NSA21 in August 2016, Mr. Hogue was the Technical Director of the Analysis Group within NTOC where he was the primary technical authority responsible for delivering vital threat intelligence on an escalating number of sophisticated, dynamic and dangerous threat actors and technologies. While in this position, he also served as a corporate officer, heading whole-of-community efforts such as leading NSA/CSS's cyber investigation of computer network attacks on Sony Pictures Entertainment. He provided the foundational analysis that underpinned the public declaration by the FBI Director that North Korea was responsible for this activity, marking for the first time ever, the U.S. Government publically attributing a destructive cyber-attack to a nation-state.
