Ms. Marianne Bailey serves as DNM for NSS and Senior Cybersecurity Executive for NSA. This position is delegated by the Director of NSA and is directly responsible for all National Security Systems across the government containing classified and/or sensitive information critical to military and intelligence activities. Ms. Bailey, a Senior Executive Service III, was selected for this position after serving in significant leadership roles throughout the Intelligence Community (IC) and the Department of Defense (DoD).

Ms. Bailey brings over 30 years of experience in government leadership, spear-heading Information Technology (IT) security and information sharing initiatives across the DoD, IC, and civil government sectors. In her most recent role, she served as both Principal Deputy for Cybersecurity and Deputy Chief Information Security Officer (DCISO), Department of Defense Chief Information Officer (DoD CIO). She ensured the Defense Department had a well-defined and well-executed cybersecurity program through extensive coordination with federal agencies, coalition partners and industry and the development and implementation of cybersecurity standards, policies, and procedures. Ms. Bailey drove improvement to the Department's global cybersecurity defense posture through the Cybersecurity Scorecard initiative and was awarded the Office of Secretary of Defense Medal for Exceptional Civilian Service for her contributions.

Prior to joining the DoD CIO organization, Ms. Bailey was the Assistant Deputy Director of Trusted Engineering Solutions at NSA (2013 - 2015), and Chief of the NSA Information Assurance Directorate Engineering Group (2011 - 2013), where she redefined the agency's approach to cybersecurity through the development of innovative capabilities and solutions.

Ms. Bailey served as the Director of the Unified Cross Domain Management Office (UCDMO) (2006 - 2011) setting the precedent for Assured Information Sharing with the first ever DoD CIO/IC CIO joint-level organization. She was a key senior member of the Under Secretary of Defense (Intelligence) Afghanistan/Pakistan (AFPAK) Information Sharing and Collaboration Task Force, and worked extensively across the community to provide enterprise-class secure collaboration capabilities. Ms. Bailey was awarded the National Intelligence Exceptional Achievement Medal for her efforts. In the days after 9/11, she led an embedded NSA team at U.S. Central Command to design and operationalize the coalition mission partner network.

Ms. Bailey earned a Bachelor of Science degree from the University of Maryland, College Park in Mechanical Engineering (1984), and a Master of Science degree in Resourcing the National Strategy from the Industrial College of the Armed Forces, National Defense University (2006). She is also a graduate of the NSA Senior Leadership Development Program (2007). She was selected for the Harvard Leadership Program and Mission to the Stars.
