David A. Klaasse currently serves as the Deputy Director of Acquisition, Contracting, and Logistics for the Defense Threat Reduction Agency (DTRA). In his current role, he assists the Director in establishing and implementing policy and procedures; ensuring adherence with applicable laws and regulations; and monitoring compliance in the areas of acquisition, contracts, finance, logistics, engineering, and facilities.

Prior to joining DTRA, Mr. Klaasse served as a Professor of Program Management at the Defense Acquisition University from October 2017 to August 2018, were he focused on tailored and agile acquisition processes and service acquisitions.

Prior to his position as a Professor of Program Management, Mr. Klaasse served as a Program Manager for the Transformational Medical Technologies Initiative and Biodefense Therapeutics, components of the DTRA and Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) from April 2008 to October 2017. Chartered within DTRA and JPEO-CBD, the Transformational Medical Technologies Initiative and Biodefense Therapeutics' role was to protect the Warfighter from emerging infectious diseases, genetically altered pathogens, and unknown biological threats.

Prior his federal government career, Mr. Klaasse served on active duty with the US Navy until his retirement in March 2008. While on active duty, Mr. Klaasse flew the F-14 "Tomcat" on numerous overseas deployments including combat operations in Operations Desert Storm, Desert Strike and Southern Watch. Between deployments, Mr. Klaasse graduated from the Navy's Fighter Weapons School ("Top Gun") and the US Naval Test Pilot School. Mr. Klaasse was selected as a Navy Aeronautical Engineering Duty Officer (AEDO) and transitioned into the Program Management field. As an AEDO, Mr. Klaasse managed programs associated with national imagery satellites at the National Reconnaissance Office and led the Mission Systems, Interoperability and Production teams within the Joint Strike Fighter (F-35) Program Office.

Mr. Klaasse holds a Bachelor of Science degree in Aeronautical/Astronautical Engineering from The Ohio State University. He holds a Master of Science Degree in Aviation Systems from the University of Tennessee and a Master of Science Degree in National Resource Strategy from the Industrial College of the Armed Forces at the National Defense University. He also holds a Juris Doctor (JD) Degree from the George Mason University Antonin Scalia School of Law. He is licensed to practice law in the Commonwealth of Virginia.

Mr. Klaasse is a member of the Defense Acquisition Corps, the Army Acquisition Corps, and the Navy Acquisition Corps and is certified Level III in Program Management. His civilian awards include two commander's awards for civilian service. His military awards include two Defense Meritorious Service medals, two Air medals, three Navy/Marine Corps Commendation medals (with combat "V"), a Navy/Marine Corps Achievement medal, and various other service and campaign medals.
