IT Deputy Director
Mr. Justin Trine currently serves as the Information Technology Deputy Director for the Army Contracting Command-Rock Island (ACC-RI). Serving in this capacity since November 2018, he is the first and second line supervisor of a diverse staff of 80 acquisition professionals who provide responsive, optimal contracting solutions supporting our Nation's Warfighters - anytime, anywhere. ACC-RI is a premier contracting workforce focused on enabling Warfighter readiness through innovation and continuous improvement to ensure success today and in the future. Mr. Trine works to prioritize ACC-RI's overall strategic direction, mission needs, and employee development across the IT Directorate within ACC-RI.
He oversees day-to-day operations of the directorate and the management of contracts being executed in support of the Program Executive Office for Enterprise Information Systems (PEO EIS). Prior to serving as the IT Deputy Director, he worked as a Branch Chief and Procuring Contracting Officer on IT requirements supporting PEO EIS. All told, he has 8+ years of specialized contracting experience in the IT acquisition field.
Between FY09 and FY11 Mr. Trine helped to support ACC-RI's Installation Division in working the Chemical Demilitarization contracts, during which time he served as a Contracting Officer supporting mission requirements within multiple CONUS locations. He spent a lot of time on the road visiting multiple CONUS locations as the Contracting Officer to award an administer contracts associate with the safe storage and destruction of chemical warfare material.
Mr. Trine voluntarily deployed for seven months (October 2007 - May 2008) to Baghdad, Iraq, in support of the LOGCAP III Program Office. He provided contracting and program management support for all Multi-National Forces-Iraq soldiers, Department of State, civilians and contractors in Iraq. He traveled through Iraq working with Soldiers, DoD civilians and contractors to help balance the level of support to meet surging mission requirements in support of Operation Iraq Freedom.
Mr. Trine received his MBA with an emphasis in Business Marketing in 2003 from St. Ambrose University. He is an Army Acquisition Corp Member, Level III certified in contracting and Level I certified in Program Management.
