Joe Kobsar serves as the Director of Applied Cyber Technologies, with responsbility for the Defense Cyber Operations (DCO) Forge, Armory, Omni and Mission Networks at the Program Executive Office Enterprise Information Systems

Kobsar began his civilian career at Communications - Electronics Research, Development and Engineering Center as an electronics engineer at the Space and Terrestrial Communications Directorate Tactical Networks Branch at Fort Monmouth, New Jersey. He has filled various technical and leadership positions, including the Director for the Command, Control, Communications, Computers, Intelligence Surveillance and Reconnaissance (C4ISR) System Integration Laboratory where he led the design, implementation and sustainment of a quick reaction capability to assess and select emerging technologies for the Army's Network Integration Evaluation events.

Additionally, Kobsar served as the product director for C4ISR Network Modernization where he managed strategic and tactical facilities integrating efforts including the Warfighter Information Network - Tactical and Persistent Surveillance Systems -Tethered, and Mine-Resistant Ambush Protected Capability set insertion.

A retired Army Warrant Officer, Kobsar has been awarded the Bronze Star Medal, Legion of Merit Medal, Defense Meritorious Service Medal, Joint Meritorious Service Medal, Army Meritorious Service Medal, Joint Commendation Medal, Army Commendation Medal, Army Achievement Medal, Joint Meritorious Unit Award, Valorous Unit Award, Army Superior Unit Award, National Defense Service Medal, Global War on Terrorism Service Medal, NATO Medal and the Bronze Order of Mercury (Signal Corp recognition).

Kobsar, who is a graduate of both the University of Maryland and the Naval Postgraduate School, holds a Bachelor of Science in computer engineering and a Master of Science in project management.
