Lt. Col. Howard R. Donaldson became the product manager for Power Projection Enablers (P2E) within the Program Executive Office Enterprise Information Systems (PEO EIS) at Fort Belvoir, Virginia, on June 29, 2018. As the product manager, Donaldson manages the full spectrum of network, information and infrastructure modernization projects around the globe, enabling information dominance across all phases of joint and coalition operations. P2E is responsible for upwards of 20 contracts, 87 projects and managing budgets exceeding $240 million.

Donaldson graduated from the University of Central Oklahoma as a distinguished military graduate in 1999 with a Bachelor of Arts degree in criminal justice and was commissioned as a second lieutenant in the Infantry. In 2015, he earned a Master of Business Administration from Webster University. His military education includes the Infantry Officers Basic Course, Infantry Captains Career Course, Combined Armed Services Staff School, Acquisition Officer Basic Course, Intermediate Level Education, Acquisition Qualification Course, Combat Developers Course, Army Space Cadre Basic Course and the Program Manager's Course (PMT 401).

Donaldson's military assignments include Rifle Platoon leader, Headquarters and Headquarters Company executive officer and Mortar Platoon leader in the 2nd Infantry Division at Fort Lewis, Washington; and S1 officer, Light Infantry Company commander and military transition team chief in the 101st Airborne Division (Air Assault) at Fort Campbell, Kentucky. From 2007-2008, he was assigned to 2nd Battalion, 11th Infantry Regiment at Fort Benning, Georgia, as a platoon mentor for Bravo Company then company commander for Alpha Company. From 2009-2011, he was the assistant product manager for Abrams Tank System at PEO Ground Combat Systems, and from 2011-2013, he was the assistant product manager for Joint Program Office Mine Resistant Ambush Protected MaxxPro Family of Vehicles within PEO Combat Service and Service Support in Warren, Michigan. From 2013-2015 he served as a senior acquisition officer and branch chief for the Requirements Development Division at the Maneuver Support Center of Excellence before his selection to serve at the National Reconnaissance Office as a division chief and deputy program manager. His most recent assignment was as a Department of the Army systems coordinator to the Assistant Secretary of the Army for Acquisition, Logistics and Technology.

Donaldson's awards and decorations include the Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (four oak leaf cluster [OLC]), Army Commendation Medal (one OLC), Army Achievement Medal (one OLC), National Defense Service Medal (with Star), Army Service Ribbon, the Combat Infantryman's Badge, the Expert Infantryman's Badge, Army Space Badge, Parachutist Badge, Air Assault Badge and the Ranger Tab.
