Upon receiving a commission in the Army, Mr. Kline served in numerous battery and battalion level positions as an Air Defense Artillery Officer. He concluded his active duty tenure at Fort Detrick, Maryland, serving in successive assignments as the Troop Commander and then as the Plans and Policy Officer at the Fort Detrick Network Enterprise Center as a Medical Service Corps Officer.

Mr. Kline has over 30 years of leadership, business development, sales, capture and operations experience in the IT services industry, having served in executive positions including Chief Operating Officer, Executive Vice President for Operations, Sales Director, and Senior Program Manager. He has directed captures with such companies as BAE Systems, Perot Systems and Dell. Mr. Kline also has taught Information Technology college-level courses.

In July of 2011, he became the Director of Operations for US Army's Program Executive Office
Enterprise Information Systems (PEO EIS). PEO EIS obligates roughly one-third of the Army's IT
budget, approximately $3.4B annually. In support of the PEO HQ and the subordinate program offices, he oversaw day-to-day business operations including contracting operations for the entire PEO, foreign military sales, property and facilities management, personnel and physical security, and in-theater support of program logistics and deployment operations. Upon retiring from civil service with the PEO in 2017, Mr. Kline founded his own company, Nine Dots LLC, and consults to IT services companies seeking to boost business capture successes with the Federal Government in general and more specifically within the Army and PEO EIS. Mr. Kline raises his clients' Pwin by leveraging:

_ In-depth knowledge of capture operations;
_ Context of solicitations from both the industry and government perspectives;
_ Long-standing relationships with Army personnel and insight into their business motivators;
_ Intimacy with proposal evaluation methods;
_ Keen insight into contracting center personnel and operations; and,

Mr. Kline holds a bachelor's degree from the U.S. Military Academy and a master's degree in computer science from The Johns Hopkins University. He is a former member of the 1980 Olympic training team and founder of a charity, Northern Virginia Second Chance, which supported recuperating wounded warriors at Walter Reed.
