Joseph Stenaka is currently the Chief Information Security Officer at the Animal and Plant Health Inspection Service of the Department of Agriculture. He oversees all cybersecurity related operations and works with USDA in improving cybersecurity across the Department. Joseph Stenaka began his professional career when he received his Naval Commission from Villanova University in 1990. He served twenty years in the US Navy and retired as a Cryptologic Officer. His various tours include the National Security Agency, Canadian Information Operations HQ, USS DEYO (DD-989), Information Operations Technology Center, Network Attack Support Staff, Joint Functional Component Command - Network Warfare, Fleet Cyber Command and US Cyber Command.
Upon retiring from the US Navy he was a lead cyber planner as a defense contractor and then accepted a position in the Federal service as the Deputy Division Chief for Strategy at US Cyber Command. To expand his cyber defense expertise he created and led the US Cyber Command Information Assurance Program. Before arriving at APHIS he managed the boundary defenses for the Department of Defense and supported the overall security of over 3 million users and 24 billion dollars of infrastructure while assigned to the Defense Information Systems Agency. In addition to his professional career, Joe has over 16 years of undergraduate/ graduate instructor experience at the National Cryptologic School, Central Texas College, Anne Arundel Community College and the National Intelligence College. He currently teaches several cybersecurity classes for University of Maryland University College.

Joseph Stenaka holds a Bachelor of Science degree in Computer Science from Villanova University, a Masters of Art degree in War Studies from the Royal Military College of Canada and a Masters of Business Administration degree from Johns Hopkins University. Joe is also a graduate of the Federal Executive Institute. Additionally, he holds several key certifications to include Project Management Professional, Certified Ethical Hacker, Certified Information Systems Security Professional, GIAC Penetration Testing and GIAC Assessing and Auditing Wireless Networks, Certified Information Security Manager, EC Council Certified Security Analyst and Certified Hacking Forensics Investigator.
